Both are true. There are some who are reborn as seraphim and others who were always that way. Though being reborn as one is less likely than the other way.

so they're little pictures you can use with texts to show someone how you're feeling and stuff
or that's how it started off! these days there's some that are super out there and sometimes decoding them is like translating from another language lmao

Unfortunately I'm not sure of all of the requirements for a human to be reborn as a seraph but it isn't as though any human could do it. Even then I've been told the seraph would forget about their life as a human.

also sometimes it's straight-up quicker and easier to send a cute face or a picture instead of typing out whole sentences
hmmmmmm yeah that scans. seems like it'd suck a little for the new seraph, but thinking about it they probably wouldn't even know they're missing memories right

No, they wouldn't realize they were missing memories in the first place. It wouldn't matter how long they lived before.
I couldn't say, honestly. There's only been one case I've seen where a human became a seraph and that was my own when I still just a baby. It wasn't something I had the opportunity to ask about.
